SECTION 9 QUORUM AND VOTE REQUIREMENTS.

In the event of the declaration of a state of emergency as defined in this Article, quorum requirements of Council shall be suspended, and where the affirmative vote of a specified portion of the members elected thereto for approval of an ordinance, resolution, or other action would otherwise be required, a majority vote of those members voting thereon shall be sufficient.
