The Director of Public Service is hereby authorized to enter into agreements with individual meter owners, providing for the taking of title to meters in consideration of the agreement of the Division of Water to repair and maintain or replace the same thereafter. It is not compulsory that the meters be transferred to the City, but the owner shall be charged for any tests of, repairs to, or maintenance of privately owned meters deemed necessary by the Director of Public Service.
