The City Health Officer shall enforce the provisions of the chapter and the rules and regulations adopted pursuant thereto affecting health, sanitation, water supply, sewage, garbage and waste disposal and he shall personally inspect, at least once each year, each trailer coach park and all the accommodations and facilities therewith. He may enter upon the premises of trailer coach parks at any time for the purposes herein set forth. The Health Officer may issue rules and regulations to carry out the provisions of this chapter.
