No change in any sanitary facilities, methods of water supply, sewer, drainage, garbage or waste disposal, and no change in plot plan shall be made without first making a written application to the City Health Officer and receiving a written permit therefrom. Such application shall be made in the way and manner hereinbefore set forth; such change or changes shall comply with such safety and sanitary code, codes, and the rules and regulations as are applicable thereto, and with the provisions of this chapter.
