No person shall establish, maintain or operate a trailer coach park without a license therefor from the City Clerk. Such license shall be issued for one year and shall expire at midnight on October 31 of the year next following the issuance thereof, and the license shall be renewed from year to year upon payment of the annual license fee herein provided. No person shall construct a trailer coach park without first obtaining a permit to do so. All permits to construct, all licenses to operate, and all permits to make alterations therein shall be prominently displayed in the office of trailer coach parks.
