§ 156.11 REGISTRATION OF PLUMBERS.
   (A)   It shall be unlawful for any person, firm or corporation to hold himself or itself out as a plumbing contractor, employing plumber, or self-employed journeyman plumber or to engage in the business of plumbing in the city without first causing his name, his residence, and his place of business to be registered with the City Clerk. In addition, such person, firm or corporation shall give a bond to the city in the sum of $5,000 conditioned upon the full indemnity to the city against damage to the city or to persons to whom the city may be liable by reason of failure of the person, firm or corporation to comply with the ordinances of the city pertaining to plumbing; failure of the person, firm or corporation to comply with all of the rules and regulations established under the authority of any ordinances of the city pertaining to plumbing; or negligence of the person, firm or corporation or his or its employees in performing or protecting any plumbing work. Such bond shall be renewed at intervals of two years, or oftener in the event of the impairment of the surety. Such bond may be written by a competent surety company, or may be secured by a deposit of cash or United States Government securities in the amount of such bond. The surety or security shall be approved by the Council and the bond shall be filed with the City Clerk.
   (B)   Any person, firm or corporation which employs plumbers in his or its business who are not licensed under the Plumbing License Law of the state, shall have their certificate of registration revoked, and no new certificate of registration shall be issued to such person, firm or corporation for a period of one year after revocation. Such person, firm or corporation shall be entitled to a hearing prior to such revocation before the Commissioner of Public Property and to a notice of such hearing given by registered mail at least ten days prior to such hearing; such notice to be addressed to the business address last registered by said person, firm or corporation.
   (C)   The City Clerk shall issue a certificate showing registration hereunder in compliance with this chapter upon payment of a fee of $2.
