No water or sewerage service shall be afforded to or tapped into any premises where plumbing has been installed, altered or repaired without first presenting a proper certificate from the Plumbing Inspector to the Water Department or Sewer Department showing the installation, repair or alteration of all plumbing therein in accordance with the provisions of this chapter.
