The Plumbing Inspector shall have the power to order work stopped on the construction, alteration or repair of plumbing or plumbing equipment when such work is being done in violation of any provision of this chapter. Work shall not be resumed after the issuance of such a stop order except on written permission of the Plumbing Inspector; provided that if the stop order is an oral one it shall be followed by a written stop order within three hours.
