GENERAL PROVISIONS
No person shall, without the consent of the owner or occupant of the premises, post or place any handbill, showbill, placard or notice, or paint any sign or advertisement upon any tree, fence, wall, utility pole or building of any kind.

HANDBILLS
It shall be unlawful to distribute indiscriminately to the public, by leaving at stores, offices or houses or residences in the city, any cards, circulars, handbills, samples of merchandise, or any other advertising matter without having first secured a license therefor. This shall not apply to the sale of articles by licensed peddlers.

(A) Application for such license shall contain a statement of the nature of the article, cards or advertisement to be distributed, the name of the applicant and the name of the manufacturer or distributor of such article or service advertised.

(B) No such license shall be issued to any but a person of good character. The Chief of Police shall make or cause to be made an investigation into the character of each applicant and shall report the results thereof to the City Clerk before any such license shall be issued.
