Application for a bicycle license shall be made to the Chief of Police upon a form provided by the Chief of Police. Upon receipt of such application the Chief of Police shall provide, at the expense of the city, a tag he shall cause to be attached to the frame of the bicycle in a substantial manner. The removal of any such tag, except by proper authority, shall be a violation of this section.
