§ 52.09 LEAF AND YARD WASTE COLLECTION POLICY.
   The leaf and yard waste collection policy, set forth below, is hereby approved.
   (A)   This policy applies to leaves, sticks, brush, grass and other yard waste vegetation generated by private residential properties within the city.
   (B)   Persons residing within the corporate limits of the city may take leaves, sticks, brush, grass and other yard waste vegetation to the Street Department yard and deposit such vegetation during the following schedule: between April 1 and November 30 of each year, on Mondays through Fridays between the hours of 7:00 a.m. and 7:00 p.m., and on Saturdays between the hours of 7:00 a.m. and 4:00 p.m.; between December 1 and March 31 of each year, on Mondays through Fridays between the hours of 7:00 a.m. and 4:00 p.m.
   (C)   The Street Department will have areas designated for each type of waste and the persons delivering the waste must deposit the waste in the designated areas. All bags and other containers must be removed by the person depositing the waste.
   (D)   Leaves and yard waste vegetation will not be received at the Street Department on holidays for city employees.
   (E)   The Street Department will collect leaves which have been generated on private residential properties in the city only if the leaves have been bagged in paper bags of at least 30 gallon capacity. Each resident must supply his or her own bags and the bags must be of paper composition. No plastic bags will be collected. No loose leaves raked to the curb line from private property owners will be collected. No loose leaves raked to the curb lien from private property owners will be collected.
   (F)   The leaf collection, as indicated by division (E) above, will be done by Street Department employees only during a four-week time period. The collection period will be determined by the Street Department and published through the Mattoon Journal Gazette.
   (G)   Leaf collection will occur on a regular schedule, weather permitting. On Mondays, leaf collection will occur in the Northeast quadrant of the city bounded on the west by 19th Street and on the south by Charleston Avenue. (Illinois State Route 16). On Tuesdays, leaf collection will occur in the northwest quadrant of the city bounded on the east by 19th street and on the south by Western Avenue. On Wednesdays, leaf collection will occur in the southwest quadrant of the city bounded on the north by Western Avenue and on the East by the Illinois Central Railroad right-of-way. On Thursdays, leaf collection will occur in the southeast quadrant of the city bounded on the west by the Illinois Central Railroad right-of-way and on the North by Illinois State Route 16. Fridays will be used as a day for collecting areas which may have been missed due to weather, volume or other reasons.
   (H)   A copy of the Leaf Collection Map for scheduling purposes is appended to Resolution No. 98-2129 and marked as Exhibit 1.
   (I)   No brush or other vegetation which have been generated from private properties will be collected by city employees. Such brush and vegetation must be handled by the property owner and will be received at the Street Department during the hours indicated in division (B) above.
