§ 52.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BULK WASTE. Bulk waste shall include large items no longer operable or useful, and stored in such a fashion as to expose them to weather and the elements, which items shall include, but are not limited to: washers, dryers, refrigerators, freezers, stoves, televisions, water heaters, indoor furniture, bed springs, mattresses, carpets, couches, chairs, cushions, or any other items larger than four cubic feet which are exposed to the elements, but not designed or intended for use outside of structures.
   COLLECTOR. Any person who transports garbage, refuse or bulk waste for hire.
   GARBAGE. Rejected food wastes resulting from the handling, preparation, cooking, spoilage and table leftovers.
   HEALTH OFFICER. That person appointed to hold the office of Health Officer for the city, or his or her designee. He or she shall have the responsibilities set forth in § 31.39.
   OCCUPANT. The head of a family, proprietor of hotel, restaurant or store, or other person, living on, conducting business on, or otherwise occupying premises.
   OWNER. A person or persons holding legal title to premises.
   REFUSE. All discarded or abandoned matter that is not garbage or bulk waste.
