When a building is more than 200 feet from an existing sewer and a sewer or sewers are to be installed, the extension shall be not less than an eight-inch sewer to the property line of the building being served. Said sewer extension shall be dedicated to the city for ownership and maintenance and shall be designed and constructed in accordance with all rules and regulations of the city, and the State Environmental Protection Agency.
