Pursuant to its authority to make, enact and enforce ordinances for improvement, care and protection of the city and its waste treatment system, and of its public water supply outside the city, and of standards for control of subdivisions within 1½ miles of the city limits, the officers and employees of the city are hereby authorized to enforce this chapter and other amenable laws and ordinances or other agencies which are conducive to the preservation of public health, comfort and welfare and which may render the waste discharges harmless insofar as reasonably possible to do so.
