The Revolving Fund Loan Committee shall make specific recommendations to the City Council with respect to loan application procedures, investment procedures, business practices, and other procedures to be followed by the municipality in administering the Revolving Loan Fund. The Committee and the City Council shall, whenever possible, follow good banking practices with respect to the administration of the Revolving Loan Fund.
