§ 52.034 UNLAWFUL TO TURN ON WATER WITHOUT PERMISSION.
   It shall be unlawful for any person to turn on water leading to any premises without permission of the village where the same has been shut off by the village for nonpayment or delinquent water bills. No person shall tamper with any municipal meter.
