(A) When any water well in the municipality shall be abandoned and is no longer being used, the owner of the real estate on which the abandoned water well is located shall, within 30 days after its abandonment, seal the abandoned water well pursuant to Rule XI-A, as amended, of the State Department of Mines and Minerals, Oil and Gas Division.
(B) The owner is required to complete the “water well plugging affidavit,” as required by the State Department of Mines and Minerals, Oil and Gas Division, and to file with the Village Engineer the completely executed affidavit.
