All applications for the connection of any premises lying outside of the municipality with the sewer mains or laterals of the municipality shall be submitted to the President and Board of Trustees for their approval. Any such application shall be granted only on the payment by the owner of the premises to the Village Clerk of a sewer tap-in fee of one and one-half times the tap-in fee chargeable to such owner under §§ 51.037 and 51.038, where such premises are situated within the municipality.
