(a) The Board of Veterans' Affairs shall consist of five members as hereinafter provided: two Board members shall be a member of or persons nominated by the American Legion, Post 194, the Veterans of Foreign Wars, Post 9622, or the Disabled American Veterans, Chapter 59, or a veteran residing in the city; and the three remaining members shall be members of Council and shall be appointed by the Mayor on a bi-annual basis, provided that he or she shall not serve beyond his or her tenure on Council.
(b) Beginning January 1, 2018 and thereafter, member terms shall be appointed as follows. One of the members nominated by the American Legion, the Veterans of Foreign Wars, the Disabled American Veterans, or the resident veteran shall serve an initial appointment of one year, with the other member serving an initial term of two years. Thereafter each shall serve for two year terms. The members appointed from the membership of the Council shall serve at the pleasure of the Mayor, but shall not serve beyond their tenure on the Council. All members of the Board shall be electors of the municipality.
(c) If the American Legion Post 194, the Veterans of Foreign Wars Post 9622, or the Disabled American Veterans Chapter 59 shall fail to nominate their respective members as hereinabove provided within 60 days after the effective date of this section, or within 60 days after any vacancy shall occur for which they are to make a nomination, then and in those events the Council may make the appointment of such members by appointing a resident veteran to such vacancy.
