(a) The Building and Residential Code of Ohio shall supersede and govern any order, standard, rule or regulation of the Ohio Fire Code or the Division of State Fire Marshal, Department of Commerce in all cases where the orders, standards, rules or regulations are in conflict with the Building and Residential Code of Ohio.
(b) In all other cases of conflict between the Ohio Fire Code and any other city ordinance or technical code adopted thereby, the higher standard for the promotion and protection of the safety and welfare of the public shall govern.
