For the purpose of ensuring to the city and public the award of any contract to competent and responsible bidders, the City Manager may prepare and promulgate the rules and regulations as he or she deems proper. The rules and regulations may cover the requirements with respect to equipment, past record and experience of the applicant, personnel of the organization, financial capabilities and others as the City Manager deems necessary to enable to pass upon the qualifications of applicants.
