(a) The City Water Works Operating Code as provided by this chapter shall be amended by adding thereto the rules of the State Environmental Protection Agency which are filed and known as O.A.C. Chapter 3745-5, and which shall be a part of this chapter, and which state rules are attached hereto and incorporated herein by reference.
(b) A backflow prevention device shall be installed on all water services prior to any point of connection or usage.
(c) For all residential units (three-family or less), a double check valve backflow prevention device, American Society of Sanitary Engineering (ASSE) No. 1024, shall be provided immediately following the meter setting. A Watts Regulator Company Model No. 7 or equal, as approved by the Warren County Health District, shall be permitted.
(d) For all other users, a reduced pressure principle pressure reducing valve (triple check valve), ASSE No. 1013, shall be provided immediately following the meter setting when the meter is inside the building, or immediately inside the building when the meter is outside the building in a meter pit. A Watts Regulator Company Model No. 909 or equal, as approved by the Warren County Health District, shall be permitted.
(e) Backflow prevention devices meeting ASSE Standard 1013, shall be tested at time of installation and at least once every 12 months thereafter by a person certified by the Ohio Department of Health or other agency recognized by the city in the use of appropriate testing equipment. ASSE Standard 1013 backflow prevention devices must be completely rebuilt at least once every five years thereafter, in accordance with accepted engineering practices.
