§ 941.12 ONLY LICENSED PERSONS TO INSTALL, REPAIR OR CONNECT WATER SERVICE LINES.
   (a)   No person other than a person holding a current certificate of competency, issued by the Public Utilities Director as hereinafter provided, or a person in the employ or working under the supervision of a certified person shall install, alter, repair or make any connection with any water service branch or water supply pipe, or operate any curb cock or install any water meter.
   (b)   Any person desiring a certificate of competency shall apply to the Public Utilities Director, on a form furnished by the Director, and shall be examined by the Director, or his or her designated representative, to determine whether the person is competent to:
      (1)   Install the service branch from the property line to, and including, the water meter; or
      (2)   Install fire protective systems from the property line to, and including, all necessary appurtenances.
      (3)   Persons may qualify in either, or both, of these categories.
   (c)   If upon examination, the person is determined to be competent, a certificate of competency shall, upon furnishing the bond hereinafter required, be issued in the name of the Public Utilities Director, which certificate shall be good until revoked or voluntarily surrendered.
   (d)   Before any certificate of competency is issued to any person pursuant to this section, the person shall furnish to the Public Utilities Director a bond in the penal sum of $1,000 indemnifying the city for any loss it might sustain through the fault of the person to be certified or his or her agent or employee in installing or repairing any water service branch or meter. The bond shall be in a form prescribed by the Law Director and shall be signed by the applicant and a corporate surety authorized to do business in the state.
   (e)   A certificate of competency issued to any person pursuant to this section may be revoked if the person or any of his or her employees or agents violates any of the provisions of this chapter, any provision of the rules and regulations of the Public Utilities Director, or fails to repair or restore, or pay for the repair or restoration of any damage done to or defective work done on the city water works system by him or her or his or her agents or employees in the carrying out of any work for which a certificate of competency is required. Where a certificate of competency has been revoked, a new one shall not be reissued for 90 days and if the cause for revocation included the failure of the certified person to correct or repair any damages to or defective work on the system, a new certificate shall not be issued until the damages or defective work is repaired.
