(a) If any section, subsection, sentence, clause, phrase, provision or part of the provisions of this Title One - Public Works Improvements: Streets, Sidewalks, Sewer and Water Facilities of this Part Nine - Streets, Utilities and Public Services Code is for any reason found to be unconstitutional, illegal or invalid, the unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining sections, subsections, sentences, clauses, phrases, provisions or parts of the provisions under this Title One of Part Nine Streets, Utilities and Public Services Code.
(b) It is the intent of Council that this Title One - Public Works Improvements: Streets, Sidewalks, Sewer and Water Facilities of this Part Nine - Streets, Utilities and Public Services Code would have been adopted had the unconstitutional, illegal or invalid section, subsection, sentence, clause, phrase, provision or part thereof not been included therein.
