Council may authorize variance or variances from the provisions of this Title One - Public Works Improvements: Streets, Sidewalks, Sewer and Water Facilities of this Part Nine - Streets, Utilities and Public Services Code as will not be contrary to the public interest and where, owing to special conditions, a literal enforcement of these provisions would result in a serious practical difficulty. Provided, however, that the purpose and spirit of the provisions of this Title One of Part Nine - Streets, Utilities and Public Services Code shall be observed and substantial justice done.
