(a) No person or organization, whether for profit or otherwise, shall conduct or allow to be conducted a public picnic, public outing or public entertainment of similar nature exceeding 200 people in attendance in or on lands or buildings within the corporate limits without first obtaining a permit from the City Manager.
(b) Written notice of the intention shall be given not less than 24 hours prior to the time when the picnic, outing or similar entertainment is to be held. This written notice shall request the City Manager to issue a permit allowing the picnic, outing or similar entertainment.
