No person shall create any unnecessary, excessive or offensive noise on any street, sidewalk or property adjacent to any school, institution of learning or church while any of the same is in use, or adjacent to any hospital at any time, provided conspicuous signs are displayed in the streets, sidewalks or public place indicating the presence of a school, institution of learning, church or hospital.
