No person shall operate or permit to be operated any musical instrument, radio, phonograph, television set or any other instrument or device capable of producing noise, in such a manner or with a volume as to create unnecessary, excessive or offensive noise which annoys or disturbs the peace, quiet, comfort or repose of the neighboring inhabitants, between the hours of 10:00 p.m. and 7:00 a.m.
