§ 351.17 SNOW EMERGENCY ROUTES.
   (a)   U.S. Route 42 is hereby established as a snow emergency route in the city. The route will be designated by official signs, and is to be kept open and clear in times of a snow emergency for the safety and convenience of the public.
   (b)   No person shall park on any portion of the snow emergency route during any period in which a snow emergency is in effect. Whenever any police officer finds a vehicle parked in violation of this section, the officer may provide for the removal of the vehicle to the nearest garage or other place of safety.
   (c)   A snow emergency is in effect at any time within 24 hours after a snowfall of two inches or more has occurred. However, parking shall be permitted, if otherwise lawful after snow accumulation upon the street has been removed or the street has been otherwise cleared of snow by the city.
   (d)   In addition, the Safety Director may declare a snow emergency when snow, sleet, freezing rain or other weather conditions cause or appear likely to cause, in the judgment of the Director, slippery or hazardous conditions which might lead to serious congestion or hazard. In that case, the Director shall declare termination of the snow emergency as soon as conditions permit.
   (e)   Whoever violates any provision of this section is guilty of a minor misdemeanor.
