(a) No person shall park and let remain parked a motor vehicle of any type, whether operative or inoperative, on any city-owned or operated parking lot or temporary parking area in violation of any posted parking restrictions unless otherwise authorized by the City Manager.
(b) In addition to any other penalties provided by law, any vehicle parked in violation of this section shall be considered to constitute a hazard or obstruction to the normal movement of traffic and shall be subject to removal and impounding pursuant to § 303.08.
