(a) Generally. The compensation of employees of the city is fixed in pay ranges which are set by ordinance and generally reviewed annually. The assignment of employees to levels within the ranges is within the discretion of the City Manager guided by pay plans and collective bargaining agreements as Council may approve from time to time.

(b) Deferred compensation. The City Manager and Assistant City Manager are provided the additional benefit of a contribution to the Aetna Life and Annuity Company Deferred Compensation Plan in the amount of $1 for each $1 contribution made by the employee, in an amount not to exceed a total of $3,750 per year for each employee.
