§ 165.03 HOLIDAYS.
   (a)   (1)   The following shall constitute legal holidays for all regular full-time employees of the city:
         A.   New Year’s Day;
         B.   Presidents’ Day;
         C.   Good Friday;
         D.   Memorial Day;
         E.   Independence Day;
         F.   Labor Day;
         G.   Thanksgiving Day;
         H.   Day after Thanksgiving;
         I.   Christmas Eve Day; and
         J.   Christmas Day.
      (2)   A.   When any of the above holidays fall on Saturday, they will be observed on the preceding Friday. When any of the above holidays fall on Sunday, they will be observed on the following Monday. The City Manager is authorized to reconcile any conflicts with the above or to make appropriate substitutions.
         B.   Regular full-time employees shall receive a full day’s pay for each holiday set forth above.
         C.   Regular part-time employees shall be paid time and one-half for hours worked on the designated city holiday.
   (b)   Should any of the holidays fall during the scheduled vacation of an employee, he or she shall receive an additional day of vacation.
   (c)   An employee may be required, by schedule, to work on any of the above holidays The department head, may approve for any employee under his or her supervision, compensatory time off in lieu of holiday pay unless directed otherwise by the City Manager.
   (d)   To qualify for holiday pay the employee must work the day before and the day after the holiday or have an acceptable excuse for being off and he or she must have his or her department head’s approval.
   (e)   Illness occurring on a holiday counts as a holiday and is not charged against sick leave.
   (f)   Special holidays of a religious nature may be allowed without pay at the discretion of the City Manager upon advance request of the individual employee. Reasonable effort should be made to accommodate the requests.
   (g)   Holidays occurring during a formal unpaid leave of absence are without pay.
