§ 165.01 ADMINISTRATION, ADOPTION AND PURPOSE.
   (a)   The City Manager shall be charged with applying the provisions of this chapter to provide for the orderly conduct of dealing effectively with the employees of the city in its pursuit to serve its citizens efficiently.
   (b)   The following provisions of this chapter are hereby adopted and enacted as part of the Administrative Code of the city.
   (c)   The intention of Council in establishing the provisions of this chapter is to provide for employees’ benefits and responsibilities in order to promote better development of services to the public.
