(a) There is hereby created the position of auxiliary police officer who shall be appointed by the City Manager as herein provided, and shall serve under the Safety Director’s direction.
(b) An auxiliary police officer shall be compensated at the rate of $12 per annum. For special duty work, an auxiliary police officer shall be compensated as provided by ordinance of Council.
(c) To be qualified for appointment to the position of auxiliary police officer under division (a) hereof, an applicant must:
(1) Be a citizen of the United Sates and reside within a reasonable distance from city as determined by the Safety Director;
(2) Have attained the age of 21 years;
(3) Have a valid Ohio driver’s license;
(4) Submit to and successfully complete the following tests as requested or required:
A. Physical examination, including eye test;
B. Written examination and searching oral examination administered by the Personnel Director and Safety Director and supervised by the Personnel Review Board;
C. Personal background investi- gation;
D. Polygraph test; and
E. Psychological profile.
(5) Not be affiliated with the sale or distribution of beer, wine or intoxicating beverages; and
(6) Be a person of high moral character.
(d) Each appointee to the position of auxiliary police officer shall serve a probationary period of one year, during which time the auxiliary police officer must fulfill further requirements established by regulations promulgated by the Safety Director and approved by Council. The chain of command for auxiliary police officers is established as follows:
(1) Safety Director;
(2) Chief of Police;
(3) Direct command of the Sergeant designated by the Safety Director to be in charge of the auxiliary police officer; and
(4) The ranking police officer on duty.
(e) The Safety Director is authorized and directed to promulgate and submit for the approval of Council all regulations as provided in this section.
(f) The number of auxiliary police officer positions created by this section shall be ten. The City Manager shall make the appointments from among qualified applicants within a reasonable time after the approval of Council of the regulations to be promulgated in accordance with this section. The City Manager shall have the power to fill permanent vacancies by appointment.
