(a) The Safety Director is hereby authorized to publicly commission private police officers.
(b) The Safety Director shall only commission those private police officers who would otherwise meet the qualifications for a police officer established and maintained by the state. The Director may further require each publicly commissioned police officer to meet the same annual requirements for training and education as the city’s police officers.
(c) The Safety Director shall have full authority to revoke any commission.
(d) A publicly commissioned private police officer shall not be on the classified list of the Police Department, shall not receive any compensation from the city and shall not be an employee of the city.
(e) A publicly commissioned private police officer shall have all the powers and exercise all the duties provided by law for police officers in preserving the peace, protecting persons and property, and obeying and enforcing all criminal laws of the state. These powers include, but are not limited to, the power to arrest a person, with or without a warrant, committing a crime in the officer’s presence.
