§ 137.02 APPLICATION FEE FOR ZONING CHANGES, ANNEXATION, PLAT AND OTHER APPROVALS.
   (a)   Any applicant to Council for any zone change, annexation, plat and other approval required of Council shall, after the effective date of this section (Ordinance 43-1974, passed September 9, 1974), be required to deposit with the Finance Director simultaneously with the filing of the application, a sum of money in an amount which the Finance Director estimates will approximate the probable cost of any engineering and legal services necessary to be incurred in connection with the proper processing of the application. The cost of the services shall be based upon the established standard professional fee schedule for the services as authorized by Council.
   (b)   In the event that the actual costs of the engineering and legal services required differ from the estimate then, upon the completion of the professional services, the Finance Director will either rebate the excess to the applicant or collect from the applicant the amount of any additional cost.
