The City Manager is hereby authorized to purchase supplies or materials or to provide for labor under a contract without advertising and competitive bidding provided that the total expenditure does not exceed the threshold for prevailing wage requirements for new construction, as set forth in R.C. §4115.03(B)(1), and as adjusted by R.C. §4115.034, and as the same may be amended from lime to time. When the expenditure of funds for the purchase of supplies or materials, or to provide labor for any work to be performed under a contract, exceeds the amount established and adjusted by this section, such expenditure shall first be authorized and directed by ordinance passed by the Council. In the case of change orders under an existing contract, the City Manager is authorized to make an expenditure on any one project not to exceed the amount established and adjusted by this section. The initial amount established by this section shall be $50,000 starting in 2022. The amount established by this section may be adjusted in increments based upon the accumulative annual cost-of-living increase in compensation approved by Council provided that the City Manager provides notice to Council of the adjusted amount. By motion, Council may further adjust the amount established by this section. The adjusted amount will be updated and published in the codified fee schedule.
