The Manager shall be appointed solely on the basis of his executive and administrative qualifications, and need not be a resident of the Municipality at the time of his appointment, but shall become a resident of the Municipality within six months after his appointment unless residence outside the Municipality is approved by a vote of at least five members of the Council.
