At the first meeting of the Council in December of 1969 and each odd numbered year thereafter, the Council shall elect a person from among its membership to the office of Mayor by the affirmative vote of not less than four of its members to serve until a successor is elected to the office of Mayor by the Council.
The Mayor shall be the presiding officer of the Council, but in no event shall the Mayor, in his dual capacity as Council member and presiding officer of Council, cast more than one vote on any matter before the Council. In addition to the duties as the presiding officer of the Council, the Mayor shall act as the ceremonial head of the Municipality, administer oaths, exercise all the judicial powers which are conferred upon mayors by the laws of Ohio, and perform such other powers and duties as are elsewhere provided in this Charter or provided by the Council. The Mayor shall not have a veto power over matters considered by the Council, nor shall the Mayor interfere with the powers and duties of the Manager in the supervision and conduct of the affairs of the administrative departments and divisions of the Municipality. If the person holding the office of Mayor shall cease to be a member of the Council, the office of Mayor shall be vacant.
