SECTION 3.03 ORGANIZATION OF COUNCIL.

On the first day of December in 1969 and each odd numbered year thereafter the Council shall meet in the Council chamber for the purpose of organization. The Council shall adopt its own rules, regulations and bylaws, but such rules, regulations and bylaws shall not be in conflict with this Charter.
