171.03 CERTAIN POWERS OF MAYOR AND RECORDER.

Nothing in this article shall be construed as limiting or preventing the Mayor or the Recorder from exercising the powers granted under Sections 31 and 32 of the Charter and under Section 487 of Michie's West Virginia Code, 1961.
