Sec. 32. Generally.
   It shall be the duty of the Recorder to keep a properly indexed journal of the proceedings of the Council and Board of Health, and have charge of and preserve the records of the City; he shall attend the Mayor in all the examinations, receive and issue his orders, swear witnesses and perform all the duties of a Clerk in the Council. In the absence of the Mayor, he shall exercise the functions of Mayor except at meetings of the Council; he shall perform all other duties required of him by order, or by ordinance, of the Council. He shall also be City Accountant and auditing officer of the City. It shall be his duty to keep the accounts of said City in a detailed and systematic manner under proper classification so as to show the bonded and other indebtedness of said City, and the amounts and claims due the same as well from taxes, levies and assessments as from other sources.
