955.06 COLLECTION STANDARDS.
   (a)    Collection of recyclable materials pursuant to this section shall be made every two weeks except in cases where the collection day falls upon a designated holiday. Collection shall occur in accordance with a schedule publicly advertised by the office of the City Manager. There shall be no collections or pickup of recycled materials on scheduled holidays that fall on any collection day. The hours of recyclable collections shall be from 6:00 a.m. until dusk and shall apply to public and private collectors.
   (b)   All residents of the City shall source separate all designated recyclables and place them at designated pickup points in the manner described in Section 955.07 and on the dates specified for collection.
   (c)   All commercial and institutional establishments that currently utilize the existing curbside refuse collection program of the City are required to separate the designated recyclables. Those commercial and industrial establishments who contract privately and individually for recycling/refuse collection are required to recycle materials as designated by this article and report tonnages to the office of the City Manager. All private haulers who have contracts with residential/business/institutional establishments are required to provide accurate tonnages as to the type and weight of material recycled annually on the forms provided by the City by the dates stipulated on the reporting form. All commercial or institutional establishments that do not utilize the City collection services to recycle are required to provide accurate tonnages as the type and weight of materials recycled annually on forms provided by the City.
   (d)   Designated recyclables for the curbside program established pursuant to this section shall consist of the following materials: newspaper; cans; aluminum foil; aluminum pans; glass; plastics; mixed paper; office paper; cardboard; yard waste; and/or other materials. These materials shall be required to be source separated in separate rigid containers.
