All owners of real property who do not pay the assessment required by this chapter shall be subject to certification of any delinquency as a lien upon such real property, which lien shall be collected in the same manner as general property taxes. If the assessment amount is included as a part of the water bill to be paid by the property owner, the water service may be terminated if the assessment amount is not paid.
