§ 51.003 APPEAL.
   Any citizen or entity desiring to appeal any assessment made under this chapter may do so through the office of the City Administrator. Any such appeal hearing shall be informal in all respects and shall be conducted by the City Administrator whose decision can only be reviewed by the City Council.
