3-11-4: REGISTRATION OF RENTAL PROPERTY:
   A.   After the effective date of this chapter, it shall be unlawful for any owner, as defined herein, to lease, rent, or otherwise operate a rental property or non- owner occupied property without registering it with the City of Marquette Heights and complying with the provisions of this chapter, together with other applicable codes and ordinances of the City. The registration of rental properties required herein shall expire on December 31 of each year.
   B.   No owner shall be allowed to register any property if the owner has outstanding fees or fines due and owing the City.
   C.   Registration may be denied or revoked by the rental inspector as provided in this chapter. If registration is denied or revoked, the building official shall notify the owner or owner's agent, in writing, of the denial or revocation and the reasons therefor, pursuant to section 3-11-17 of this chapter. The owner shall have the opportunity to appeal the decision pursuant to section 3-11-19 of this chapter.
   D.   The City shall provide written confirmation to owner or owner's agent upon receipt of each application for rental property registration or renewal thereof via personal delivery, or first-class, or electronic mail. Such confirmation shall contain the date of issuance, the owner's name, and the address of the registered rental property or non-owner occupied property, and shall be prima facie evidence of registration of the rental property or non-owner occupied property as provided in this chapter.
