Any written notice required to be given to the owner of a rental property or non-owner occupied property under this chapter shall be addressed to such owner at the address provided for such owner in the application for registration. If the owner or owner's agent, to whom such notice is addressed, cannot be found after diligent inquiry, service may be made by posting a notice in or on the residential rental property or by publication in a newspaper of general circulation in Tazewell County for a period of three (3) consecutive days.
