(a) Statement of Cost. Any person desiring a building permit shall, in addition to filing the application, pay to the City Clerk before such permit is issued, a fee as required in this section. Each applicant for a permit shall make a sworn statement in writing on a form provided for the purpose, setting forth the estimated total cost of the purposed building or improvement, including all labor and all materials, fixtures, and other equipment which will be incorporated in the project, regardless of who installs such materials, fixtures or equipment. The City Clerk shall be authorized to attest the above under oath.
(b) Fee Schedule. For any construction, alteration, excavation, or other work described in Section 1705.01
(a), the building permit fee shall be in accordance with the following schedule:

In excess of $3,000.00, the fee is $12.50, plus an additional $3.00 for each $1,000 cost (or fraction thereof) in excess of $3,000.00 up to $30,000.00. In excess of $30,000.00, the fee is $93.50 plus an additional $2.00 for each $1,000 cost (or fraction thereof).

(c) Late Assessment. If any work for which a permit is required under this Article is started prior to obtaining such permit, the fees specified herein for such work shall be increased by fifty percent (50%), but the payment of such increased fees shall not relieve any person from complying in full with this article or any from any other penalties prescribed herein.
(d) Valuation of Cost. If, in the opinion of the City Clerk, the valuation of any work listed in an application for a building permit appears to be underestimated, a permit shall be denied unless the applicant can show detailed estimated costs to meet the approval of Council.
