(a) Permit Requirements. Any property owner or lessee, or such person’s authorized agent or contractor, who intends to construct, enlarge, alter, repair, move or demolish a building or structure, or excavate property, or erect or construct a sign of any description, or install or alter fire extinguishing apparatus, elevators or other building fixtures, or install heating or cooling equipment, or cause any such work to be done, shall first make application to the City Clerk and obtain the required permit therefor. Nothing in this Article shall be constructed as to prevent the owner from doing any work on his own property, provided he obtains any necessary permits, including such building permit required under this Article.
(b) Form. Each application for a permit, with the required fee, shall be filed with the City Clerk on a form furnished by the City and shall contain a general description of the proposed work and its location. Each application for a permit shall also include a general description of the estimated cost of all such work to be done, inclusive of labor, materials, fixtures and other installed equipment, and shall contain such other information as may be required by Council. The application shall be signed, under oath, by the property owner or lessee, or such person’s authorized agent or contractor.
(c) Failure to Obtain a Permit. If any person commences any work described in subsection (a) above before obtaining the necessary permit from the City, such person shall be subject to the penalties prescribed herein.
