It shall be unlawful for any person, firm, corporation, association or partnership or other entity to maintain, cause to be maintained, suffer or allow any building or structure within the corporate limits of the city, whether finished or unfinished, occupied or abandoned, to remain in a dangerous and unsafe condition. A building has been boarded up or otherwise enclosed shall not constitute a defense to a charge of violation of the provisions hereof.
